Baltimore Transportation Improvement Program


The Baltimore Regional Transportation Board has released the draft 2026-2029 Transportation Improvement Program (TIP). The draft TIP includes 172 projects worth around $6.2 billion in investments. From new sidewalks and safer bridges to transit and smoother roads, the TIP turns broad planning ideas into projects that are being implemented.


The deadline to comment is Sunday, June 15.


The TIP also outlines how these projects will be funded—through local, state, federal, and toll revenues. A detailed funding breakdown is available on the project page and StoryMap.


Traffic Calming Work


PPNA's traffic calming projects are moving along, and we presented an update on how things are going.


  • At the intersection of Baltimore & East, work has begun. Striping will be laid down through June 13 and then colors will be laid down through June 20. The whole intersection could be done by the end of this month!

  • At the intersection of Fayette & Luzerne, we were delayed because of sidewalk work being done by M&T Bank. We have just been informed by the contractor that they are finishing up, so we can begin our work. However, in order to add bumpouts and flex posts on the north side, we need to gather consent from the neighbors again since it is a change to the original plan.

  • At the intersection of Baltimore & Kenwood, we are actively gathering signatures from the neighbors. Once that is done, we hope to sign an MOU with the city and then finish work by the end of the summer.


We have only spent about $21k of our $95k grant, but that's because the majority of expenses are incurred upon installation. All in all, we are very hopeful that we will finish all these projects by the end of the year!


Protecting Our Immigrant Neighbors


We also had visits from Crisaly De Los Santos of CASA de Maryland and Councilman Mark Parker. They spoke about the tactics employed by ICE in our neighborhood and how to best protect our neighbors. Some tips from them:


  • When posting on social media, make sure to include the date, time, and location. Social media displays posts out of order, so saying, "I just saw ICE" is not going to be as useful as, "I saw ICE on 3:20 PM on June 6 near the 100 block of Ellwood."

  • Interfering with ICE operations by blocking their vehicles doesn't really help. Instead, try to record what's happening with your phone (get vehicle license plates if you can) and call the CASA hotline: 1-888-214-6016

  • The police of the Baltimore Police Department is not to assist ICE, but their policies need more specificity and guidance.
